    What compliance means

    Your invoices go to the NRS as you issue them.

    Paper and spreadsheets cannot do this. The NRS has set out what a business in scope needs to have in place.

    1. 01Onboard on the NRS Merchant-Buyer Solution (MBS).
    2. 02Integrate your systems through an approved Access Point Provider or Systems Integrator.
    3. 03Complete the validation and testing requirements.
    4. 04Transmit your invoices to the NRS platform.
    5. 05Accept only compliant e-invoices, with valid Invoice Reference Numbers, from your suppliers.

    Common questions.

    What is NRS e-invoicing?
    It is Nigeria's mandatory electronic invoicing regime, run by the Nigeria Revenue Service through its E-Invoicing and Electronic Fiscal System, also called the Merchant-Buyer Solution (MBS). Businesses in scope must transmit their invoices to the NRS platform.
    Is the NRS the same as FIRS?
    Yes. The Federal Inland Revenue Service was renamed the Nigeria Revenue Service by the Nigeria Revenue Service (Establishment) Act 2025, which took effect on 1 January 2026.
    When does it apply to my business?
    It depends on annual turnover. Large taxpayers above ₦5 billion went live in November 2025. Medium taxpayers between ₦1 billion and ₦5 billion went live on 1 July 2026, with enforcement from January 2027. Emerging taxpayers below ₦1 billion go live on 1 July 2027, with enforcement from January 2028.
    Is Billif an NRS e-invoicing service provider?
    Billif is working towards accreditation as an NRS e-invoicing service provider. Until accreditation is complete, a business in scope still needs an approved Access Point Provider to transmit invoices to the NRS. Billif keeps your invoices structured and ready for that.
    What happens if I do not comply?
    The NRS has said enforcement for each category begins only after its engagement, pilot and post go-live review phases, and that penalties will apply under the Nigeria Tax Administration Act.
